Only Top rated sellers and those who sell more 300 items/month will receive discount. I found this out by buying shipping for an 3 oz item. It went from $1.9x to $2.60.

All eBay sellers who use eBay Labels to pay for postage and print shipping labels automatically get USPS® Commercial Base™ pricing along with the convenience of automated tracking and delivery notification.
Special savings for sellers using eBay labels
USPS rates increase January 17th. However, qualified sellers—including eBay Top Rated sellers as well as sellers who have an average of 300 packages per month—receive Commercial Plus™ pricing, where available, and also access eBay negotiated rates specifically reserved for these sellers. Special pricing is automatically applied when you use eBay Labels to pay for and print your postage. For example, eTRS sellers can save up to 25% on domestic shipping and up to 29% on international shipping!

BTW, I don't know how much increase there was from USPS but there is no longer deduction under "ebay discount" anymore.

For 1-3 oz, looks like it went up to $2.60 on 1/27, then down to $2.54 on 2/18, and now down to $2.45 on 4/10:

I don't know if it glitch or not but the price is all the same from 3 oz to 8 oz. Under 8 oz, ebay discount of $.94 appear bringing the price down to $2.6 which is same as 3 oz.

Just another way for FleaBay to screw the small Sellers. FleaBay was okay 10+ years ago. Now i mostly avoid it.

Agreed, and even more surprised that there hasn't been a new site made to compete with it. Yahoo was the closest and they gave up on it. There were some deals to be had back then.

I am a power seller. does that mean I'm still getting a discount?I did notice prices had gone up a couple of months ago, even for power sellers. for example, a passes flat rate envelope which really cost $6.10, used to coat me $5.35 not it costs me $5.70. will I still be even getting THAT small discount?

I think so. Top Rated seller I think has a lower hurdle than a Power Seller.

If someone files not as described, you have no choice but to accept returns. Unless you want them to keep the product and get a refund.
