problem with ICCID with ringplus

Hi, I guess this question would be more appropriately posted at the ringplus forum but I do not believe the problem is with ringplus itself, so I may as well start here. I got a netgear fuse hotspot that I never turned on. I originally registered it with a ringplus account (using both MEID and ICCID). Some time ago I switched it out with a dummy MEID (but leaving the ICCID blank). I guess this is where the problem started because this account probably still locked up my sim card. I just signed up for the Momentum plan using a placeholder ESN, but I am unable to swap it to my hotspot. The MEID of the hotspot is fine to swap as far as I know, but trying to couple with the ICCID would generate this error:

"There was a problem swapping your device.

If this new device is currently active on any carrier, it must be deactivated before swapping into your account.
If you entered an ICCID, please try without the ICCID. "

and I need both MEID and ICCID to activate this hotspot. I think it is Sprint that locked up the ICCID, not ringplus. And I think it is something that can happen with any device that uses a SIM card, not just a hotspot.

Is there a way of fixing this issue? I think that if you swap something with a registered sim card out, you need to swap both the MEID and ICCID or else this will occur. However, I read that there are many people here who swap with just MEID and did not report any issue so maybe I am mistaken?
