Several posters have tried to ask AT&T to unlock (as non-AT&T user) before powering the device on. The reply was

Someone correct me if I'm wrong, but the usual unlock period is 6 months. But if you activate on the $70 unlimited plan, I believe immediate unlock is available.

locked at&t phones work on cricket. dunno if reverse is true.

Shattered my Nexus 4 few minutes ago. In for a small form factor. I'm on T-Mobile.

Where does it say iPhone is $149 ? and all the terms you posted. They are not on the link.

Starts Friday (tomorrow), they usually update the site just after Midnight (CT). We are not sure what the May Port-In/Sign-Up Bonus's will be, but those would be on top of the $149.99 price. Those also change over tomorrow. Keep in mind, Cricket likes to change things up last minute, so won't know for certain until deals are live on the site. I do know they ran out of stock of the 32GB Iphone 5S a few weeks ago, and no longer offered. I suspect they don't have a huge inventory of these 16gb's left, so they may sell out quick.
