Overall, this is the best deal you'll find on a Cintiq knockoff. 1080p 22" and $280 is pretty much unheard of. Last price for this as a refurb was $300+shipping, so this is about $30 less overall. HOWEVER, it comes with a price. This particular model is known to have horrible drivers, and poor accuracy (pen wobbling). It is said to be improved by using Huion drivers (the ones for the GT-220, I believe). The GT-220 tablet was known to have similar issues with quality, namely poor pressure sensitivity.
There's probably a TN panel in this, as people have noted rather poor viewing angles.
imho, you may be better off spending 2x the price for the XP-Pen Artist22 or 21.5 if you plan to be doing intensive/hobbyist art on this. The accuracy and pen pressure is truly exceptional on that one. If, however, you don't need to rely on accuracy and just want a pen display for as cheap as you can get, this Monoprice one will fit the job.

Latest GT-220 driver is marked as last edited May 26, though this might not be when it was ACTUALLY last updated. Still should give some promise that the scene has changed for it a little.
