Most people should have the option to enroll in pay-over-time, but only select people will see the 10,000 bonus offer. And only on charge cards. You may even be offered 10k for each card charge card separately.

Easy way to rack up 10k Membership Rewards points, it surprises me that they offer so much for a simple act of enrolling.
When these offers come around via email, I believe they show up in the Amex login as well. Check your email and all Amex logins to see if you got this offer as people who get the offer will often see it on more than one account. You can enroll each account for a separate bonus.

# 3 There's a very interesting report from Takeoffwithmiles and others who were able to signup for the Extended Payment option over the phone even though they weren't targeted via email. Call 1-866-280-4438 and use promo code: CAYJ:0005 for this offer. Amex should be able to tell you if you are eligible.
#4 - When you click through the offer link from email or Amex Offers, the system will often take you to an offer page showing multiple cards which are eligible for the 10k offer. The system might let you sign up for each card, one at a time. If it does, you should get the 10k bonus on each card.
In the past, people were able to signup multiple cards using one link, but some readers are saying the system is only allowing one signup per link this time. Try calling in to see if you can get it on the other cards, using the offer code mentioned above. Targeted folks might have better luck calling in and getting the offer added on non-targeted cards (this is speculation on my part).
