No, it's not. The keys they sell make work (at least, for a while) but they are usually acquired from questionable sources.

Because how else can you acquire so many keys for this game for under $20? The only thing I can think of is some big box retail stores have pallets of unsold games, or damaged items. It might be possible these keys make their way to this site, although I highly doubt it.

I am sure game companies are selling keys cheaper on the international markets and these are source from those markets.

CDkeys is a marketplace where individuals can sell keys. For these lower-than-everywhere-else prices, individuals use stolen credit card data to purchase keys from publishers or authorized retailers of keys. Once the card is cancelled by the card company, a charge back is applied to the original legitimate retailer, usually including a charge back fee. That means these authorized sellers actually end up losing money [technobuffalo.com], meanwhile the code is already sold via a site like CDkeys, the individual has made their money and CDkeys has taken their cut with no repercussions.

Grey market sites such as CDkeys are so bad for the gaming business that one dev has written that he would MUCH rather you pirate his game [fortressofdoors.com] rather than support a grey market retail site.

True. I never understood why they can't region lock their keys? Or language lock them at least.
