I wonder if it comes with a license or was it the free upgrade and they forgot to change it now that its over.....

You won't able to upgrade the psu to add a powerful card. That being said the gtx 1060 might be able to be installed without psu upgrade but don't know for sure.

You'd need a better GPU, which requires an upgraded PSU, which won't fit in the case so you'd need a new case as well. So you'd have to swap out 3 parts. This isn't a good build for upgrading, probably just worth it if you buy and use as-is. I'd wait for a $500 flat i7 build if you intend on upgrading.

Actually if you claim to have a disability as a reason, Microsoft is allowing free Windows 10 upgrades for users with accessibility issues. Apparently they don't really need proof either.
