My friend lost her engagement ring and ask me as a deal guru (her words) where to look. I got nothing other than pawn shops which I am not sure she is up for. Any ideas?

Costco charges less than the rings are appraised for. They are also one of the few places you can return it for any reason.

Consumer Reports compared Costco diamonds to Tiffany's.

The result was that Tiffany charged more than the appraisal and Costco charged less.

A very good alternative is to buy a lab created diamond. They are virtually exactly the same as a mined diamond, at a much lower price.

The only way for a jeweler to tell the difference between the two is to put the diamonds under a specialized microscope specifically made for this purpose.

Another advantage to lab diamonds is that you don't have to worry that they are what are called 'Blood Diamonds'. Even if a jeweler tells you it is not a Blood Diamond, it is virtually impossible to know for sure, even if it is certified as such.
