Overall, is this the "best" new 1080p/60fps @ med/hi setting card (that is also energy efficient) for $100 (after rebate)?

I think the main advantage of the GTX 950 posted by OP is that it only uses 75W max via the PCI-E slot instead of needing an additional PCI-E power connector. Ideal for low power systems or HTPCs.

Also has comes with a starter pack for World of Warships, for what it's worth...

I'm going to hold out for the GTX 1050 set to launch in a couple weeks. Launch price rumored at $120 with maybe 20% more raw umph and updated hardware decoding.

This is a good deal still.

That is exactly what I'm using this for as well. On older computers, it works with most existing power supplies, isn't terribly large, isn't terribly noisy, and gives me 4K resolution @60Hz (Which my motherboard with intel graphics can't do at 60Hz)

stick with the 970. check the 1060 3 and 6 gb reviews - they generally show the 1060 comparable to the 970 in some games, comparable to 980 in others. Toms hardware puts the 1060 just one notch above the 970.

1060 6gb has 1280 cuda cores, 1060 3gb has 1156, 1050 ti is rumored at 768, 1050 at 640.

based on that, i believe that 1050 and 1050 ti will be noticeably slower than the 970. probably closer to 960 perfomance.
