The website says $45 but I was in my local store yesterday and the shelf is tagged $35.

Enjoy greater peace of mind when you're on the go with the Stanley Simple Start Lithium-Ion Battery Booster. This item is an innovative way to give a dead battery new life from the comfort of your vehicle. It works in just minutes so you don't have to rely on helpful strangers to give you a jump. When your battery is dead, just plug this Stanley Simple Start battery booster into the 12-volt DC outlet, or clamp it to the battery. The unit will start charging immediately and get you back on the road quickly. The "Ready, Set, Go" multi-colored LED indicator lets you know when the battery is fully charged and when the vehicle is ready to start. It also provides portable power with a two-amp USB port, which can charge smartphones, tablets and more. A built-in LED light makes this item easier to use in low-light conditions and at night.
Its rechargeable lithium-ion battery will keep it charged for up to 12 months. A home charger and car charger are included with the Stanley Simple Start Lithium Ion Battery Booster. Stanley Simple Start Lithium-Ion Battery Booster:

Found that it's 2AH (20,000 mah) battery, but I can't seem to find how many amps this thing can throw down to start a car...

I'm not sure, the box says it can handle V8 engines.

Did u just unbox the unit and tried to jumpstart? The unit might have discharged due to long term storage in the sealed box.

Did you charge it up first prior to using it?

Probably a YMMV, but I picked two up at my local Sam's club for 30 dollars each. There were a fair amount of them as well.

These work by charging your battery more so than a quick jump. It takes up to 15 minutes depending on how "dead" your battery is. It monitors the cars battery voltage and gives you the OK to start. Started my VW in less than 5.
