$3.62 / 4 bulbs = .91 per bulb (not too bad for known brand name)
This looks to be a in-store deal only as when you add two of the items above to your cart online no discount or BOGO is applied and the initial price is higher than in-store. $9.00 vs $5.99.

So this may be the item online. Although mine were in different packaging than what is in the website picture. full cardboard box vs. blister & carbord on the website.
Thanks to jordija who inquired about the dpci number, which I then searched by on the target website and returned the link above.
From the comments of other users and looking closer at the above item on their website I would say pictured item is a similar to what I found in-store. The website listing is poor for the item pictured. It lists 450 lumens, 1 bulb in package, 11 watts, 22.8 years. While the pictured item packaging states 800 lumens, 2 bulbs, 10.5 wats, 13.7 years.
So while the written item details are wonky the brickseek for this dpci seemed to be accurate for my area.
Note: For the store I was in the GE on-the-box coupons were all over most of the boxes. And it looks like the on-the-box coupon was on other models of bulbs that also had the target BOGO deal on them. I believe I saw 2 packs 40W dimmable softwhite bulbs for the same price this deal would apply to.
I did this deal but bought four 2 packs all on the same transaction, cashier tried but only 2 of the 4 on-the-box $2.00 off coupons would apply to the transaction. Just imagine how slick this deal would be if all $2.00 off coupons would apply.
If you can get them to override and apply both on-the-box coupons like Asryn did then you can get these bulbs for 50 cents each.
I marked this deal YMMV mostly for the on-the-box coupon aspect. The BOGO, cartwheel, and red card aspects of this deal should be very reproducible and still offer a decent price if you like to buy your LED bulbs in-store at Target.
Some users state the $5.99 price may be because of utility subsidies depending on your area or perhaps prices just vary by location but I would expect the same price online for in-store pick up which I did not see in my area if it was subsidized. Maybe there is some agreements with certain utilities that they only subsidize in-store purchase, but I lean more towards prices just vary by store.
