I had a QNIX QX2710 DP Multi monitor that was 27", 1440p, and IPS. I now have a Yamakasi 28" 4K that's TN. Honestly, the quality is not very different. I do web development on a MacBook Pro that I render at 1440p scaled on this 4K monitor, and it works great. Colors are great, and everything is crisp. Viewing angles start to suffer around 45deg off center, but I never work on my computer anything other than straight on. TN is fine.

Not going to lie. If you have the space get the 40" Samsung 4K TV for $289 that's been active for the last few days. You will definitely have to use Windows scaling to make out the text at 28". At 40" I have it set to 100% and have no issues making out text and I can comfortably have 4 windows at the same time. And if you have a Costco membership it's still $289 with 90 day return policy and 2 year warranty.
But after using my Dell 27" 1440p g-sync monitor you will notice a hit when it comes to gaming. That's why I still have my gaming monitor attached. Good as a console monitor but not my first choice for 4K gaming on the computer.

I plan to wall mount a monitor and use it as a Roku TV, do you think va or is is better in that scenario

If you're going to use it as your TV, I think either IPS or a regular TV is better. I got the TCL 55" 4K Roku TV, and it is not IPS, but the viewing angles are great on it. I used to use the 27" QNIX IPS as a TV, and it worked great with great viewing angles.

So yeah, don't use a TN computer monitor for a full-on TV, but for just computer work it's fine.
