This is the XT1607 version which is unlocked for ALL carriers. Yes, I know the Verizon version (XT1609) is selling for $35, but that's an entirely different story.

The Motorola Moto G4 Play delivers both solid smartphone performance and flat-out fun at a pleasingly low price. Compact and simple to use, it lets you call, text, or navigate back-and-forth between apps with ease thanks to its dynamic 1.2GHz quad-core processor. It features an ample 16GB of internal memory, and is 4G LTE capable to ensure fast connectivity and web browsing. Looks like it is SIM locked to Consumer Cellular (might be able to use on AT&T MVNO's? not sure)

from Consumer Cellular website FAQ:
Can Consumer Cellular unlock my device?
Phones & Services > Using Your Phone

Phones sold by Consumer Cellular are designed to work specifically on our service. To allow us to make them more affordable for our customers, Consumer Cellular sells them at a price that is actually below cost. To help offset this loss, phones can only be used with Consumer Cellular service for the first six months they are in use. After that, customers may request that the phone be unlocked so long as the device has been paid in full, and the account in question is not past due.

It says Consumer Cellular. They have the normal unlocked version for $150.

Very interested, I need confirmation for Verizon to work after unlock. I saw a post on XDA that this is indeed the XT1607. So the Verizon bands should be included, is that correct?

The Moto G4 Play and the Moto G4 are two different phones.

Yes, plus there's no need to unlock it. The XT1607 is the unlocked version.

This is incorrect... it's 16GB. It even says it's 16GB on Consumer's site.

I see, I remember getting a moto G from Sears that was CC. There was a small variation in the ROM that was pre-installed (included the CC app or whatever). I got one coming from the B&H deal but this is a few dollars cheaper with my red card. Have to decide if it is worth it for Moto packaging vs the CC packaging. Will be a gift for my Mom. Nice find!! nod

According to XDA, it still needs an unlock code. Considering that B&H has the unbranded unlocked version for $99 w/o tax for most and free shipping, that might be a better course for someone looking at this phone.

One member on XDA forums stated there was hardly any bloatware on the phone, but either way, mom should be happy at the end.
