Primary difference is rechargeable vs having to replace batteries on 650. Both good entry level harmony remotes

I know Logitech has remote/hub sets and also sells hubs separately. Someone advised me I'd need another smart home hub (like the Samsung one) to make any Harmony remote/hub combo work with Google Home. It seems silly to need 2 hubs. Is there a standalone Harmony remote that will sync directly to the Samsung hub>Google Home?

If you care a anything whatever about using Alexa or IFTTT, wait on a deal for a an Ultimate or better.

They're both 8 device remotes so I'm not sure what the 700 brings to the table above the 650.
