It really shouldn't matter where you purchase gas since the cash back 4% isn't limited to costco gas. That being said it appears I'm getting the full reward. Have you tried calling them? It only goes up to the first $7000 in gas? Did you possibly buy more than $7000 worth of gas? I believe this limited was actually increased under visa versus Amex.

Not true, If you buy your gas at safeway ( food store ) it will ring up on the visa as a food store and not a gas station and you will only get 1% cash back.

Rewards were correct for me.

All Vehicular Services shown donot get 4% cash back. When you see the details - you will see gas + service are dealership + other services.
When I just do 4% for gas spending my rewards were correct.

Hope you figure this out.
I believe in Costco more than Citi. So if there is an issue talk to Costco.

Even if you pay at the pump? Most gas reward programs tell you to pay at the pump instead of the register, since the register is most likely to get credited as a store purchase.

As per Visa / Costco

4% cash back on eligible gas worldwide, including gas at Costco, for the first $7,000 per year in gas purchases and then 1% thereafter.
Certain Non-Qualifying Purchases. You will only earn 1% cash back, not 4%, for gas purchased at superstores, supermarkets, convenience stores and warehouse clubs other than Costco or for fuel used for non-automobile purposes.

AMEX Blue is supposed to be 3% back on gas, but not at Kroger gas stations. I generally test cards for a month with a transaction or 2 and then wait to see what they award. You can also look for other users to report their experiences, which stations are excluded, etc. A call to customer service might be worth it as well. I suspect you just made the mistake of assuming all gas stations counted. They don't.

Only the Citi Visa from Costco will give 4%. Every statement has the breakdown for each category.

Interesting you say that. At Meijer gas stations, I can't use the Citi Visa as it doesn't count as a gas station but I use my Amex Blue and I get 3%, but I think it's because it counts it as groceries. Funny enough, Discover distinguishes between groceries and fuel just fine at Meijer.

Yes, even if you pay at the pump. I just noticed the same thing as the OP. If I buy gas at a Kroger's stand alone location, I am only credit at 1%.
