The manufacturer says:
You are correct regarding the USB charging ports. The 2.1 amps is split between the 2 charging ports. If you plug a device that can charge at 2.1 amps into one port it will charge at the full 2.1 amps. If you plug another device into the other USB charging port, it will share the 2.1 amps between the two ports and provide 1 amp through each USB charging port. Plugging two 2.1 amp devices into this unit will not damage either the devices or the surge protector. It will just take longer to charge the devices when the total amperage is split between the two.

I think that is pretty clear in the product description. So, anyone in the reviews who took stars off the product for that basis doesn't know how to read. If the USB ports outputted more it would say so. There are other products similar to this on Amazon, but most of them have minimal 1700J surge protection.

I did find this one [amazon.com] which has more outputs, claims "4000J" surge protection, etc. It also says it is ETL Listed [clippercreek.com] as well.
