I don't understand, the DESCRIPTION:THIS PC POWERS ON, BOOTS TO BIOS, AND HAS BEEN TESTED FULLY FUNCTIONAL. I think you should get it returned if you try to call the ebay.

No problems with win 10 here using the COA. Only issue I am having with this PC is its ability to see drives on anything but sata 1-2 annoying but workable.
