From what I've read the only difference is 2nd lowest dim setting is dimmer and brightest setting is brighter..

I am using two of these that I purchased at $45 a few months ago (also refurbished). they're absolutely great. don't sweat the lack of adhesive; it's worthless anyway - personally I use 3M Velcro...
