I just tried with Apple ID and it works. I bought the cheap 5s for $50 that's locked to straight talk and I signed in to the Apple ID and it shows up with my cell number from T-Mobile and Apple ID...

used a old expired tracphone sim card with no assigned number and it doesn't ask me to activate (nagging popups) and facetime works with just apple ID (email). Try logging in Facetime in Settings.
