My partner and I each ordered a 3-piece meal today for $7.89. Our totals were each .89 cents plus tax (total .97 cents). So, yes, it does take $7 off if the order is higher than $7.

You can order through the app without being at the store. That's how you can find out. But, think I tried to add extras and covered up to the $7 mark I believe.
