Actually, unless it's changed recently, in order for your reps to count visibly for other users, you have to have 50 posts, not 100 reps ;)

hi,
the number of reps given is dependent on a number of factors (including how many you have, as mentioned), but even when you are at zero the person you rep can still see and appreciate them....
