It will definitely output 4k but the playback will vary depending on the files. I'm able to play most 4k on my Amd A10 7870 with 8gb ram. At that point it's the 100mb nic on my nas that's the issue.

I believe you should be able to. From what I understand both this and the Ryzen both use the AM4 socket.
