I got the email about it being .99 for shipping to upgrade but they charged me 3.99 instead. Also, says that the current service for the global sim ends on January 3rd.

Try to log in to one of the Global Sim accounts and check if it has been suspended.
FP has implemented a relatively new algorithm that occasionally suspends accounts....
