If you are a USAA member, you can create an account at www.id.me and go to verify your military status, then can use your USAA information to verify your military ID.

I used Hola VPN, went to the UK option, then went to the link provided in the first post. Then, I just disabled that VPN, and continued my checkout with Troop ID, and PayPal.
