Not sure if anyone has addressed this, but in Las Vegas you'd be hard pressed to find a hotel without resort fees in 2017. The ones for this hotel are on the low side.

Tuscany is all right, not good or bad. Better for a budget suite near strip is Alexis Park, at which I enjoy the two-story suites with two king bedrooms and a queen sofa bed. Huge for the price...

Never stayed there, but been in a couple of times for their excellent graveyard steak + eggs special and to gamble a bit. It seems like a nice, clean place, not ran down and trashy. Not a bad price...

I agree with vin2000, Tuscany is out of the way and you'll have to factor in driving or Uber/Lyft to get around as well.
