As per my knowledge, the 40K points you got doesn't expire. So please look for the expiry date and see if you can wait for another 3-4 more weeks. If no sale this year like last years, you may burn...

I did upload the receipt on yesterday but i got a rejection and now when i try to upload it says "This promotion has expired Check back soon for more opportunities to get rewarded."

I believe the purchase date had to be between 10/6-10/18 but the last day to upload a receipt was 10/24 @ 9:00pm PST.

I submitted my receipt on 10/08 using BB store receipt. The acceptance email was received on 10/10 and the points were added on 10/24.
