I'd suggest just posting a thread with ballpark what you want/are looking for/have in mind time/budget wise, if your near a microcenter/etc. and let people give some suggestions

No. Pretty much none of the informational stickies are around anymore. There are websites like pc parts picker and there's a section on reddit. Buying a refurbished dell is typically a slicker...
