The upgrade is in HDR and sound. It’s still worth getting the 4k disk over this. It’s not going to blow your mind, but it’s definitely superior over the regular Blu Ray if you have the right setup.

It was not too long ago that BB had a BOGO free of select Steelbooks. I managed to grab Fury, Fifth Element, Snatch, and Superbad. If you can wait, might be worth holding off.
