Most cycling teams have also found that wider (25mm vs 21mm) tires provide better performance. There really isnt much reason to go below 25mm.

You can almost always go skinnier unless your rims are extremely wide. However, you need to consider what kind of riding you do, because off-roading is better on wider tires, and you may need tread....

Folding tires are lighter and can be folded (so you can easily carry a spare). I would suggest a different set of tires if you want to improve your bike though, something like the Michelin Pro4...

I wouldn't recommend Gatorskins. I run them on my commuter bike and need an excuse to replace them. They don't roll very well and you can get much faster tires with nearly as good puncture resistance...
