You will be able to buy them. If you want a Turing card you need to buy one the day they come out. Nvidia usually releases a large large stock at launch. I would imagine you will have a week or two...

The l3+ is indeed a script Miner that you can use on Litecoin or other scrypt coins. One of the more profitable places to use it is nicehash which just pays you in Bitcoin which is why I use that...
