1070 wont hit 144 fps on 1440(at most 100), unless your going for 1080p but then you should get a monitor with gsync @ 1080p for sure, 1070 will hit 144 easy at that resolution.

No you can with either brand for 144hz, you would only have the Freesync 2 benefits with a Radeon card, along with HDR enhancements.
