I have the same issue unless I use The Technique. Stand on the rear pipe that contacts the ground, then shove the top pipe of the back of the chair forward... from what I remember.

I have these chairs and they are great. They fold very flat and can be adjusted to lay flat. They have straps to carry them like a backpack and a cup holder.
