Cashback portals will work. The issue is whether or not the 10% AMEX offer applies to *all* of dell.com or just the business side.

While they may not know whether you entered directly from the dell website or the dell.com/amex website, they WILL know if you entered through a portal and then they could not give you the cashback.

I doubt if you can go through a cashback site.
As per their terms:
Offer valid for purchases made on Dell.com/amex or by phone at 877-BUY-DELL only.
They have a specific Dell.com/amex site...
