I have a third party charger that works. I think the Dell may require 20V-2.25A to get to 45w instead of the 15V-3A that the Belkin supplies. Just a theory. Belkin's website says it's compatible...

Haven't tested it, though I don't think 27w is enough to charge the xps13 anyway. I'm sure it'd work fine for the phone though.
