yeah they do not lock phones prepaid or postpaid. I've used my VZ phones in asia and europe all the time just popping in a local sim...

What makes you think it's locked? Verizon can't lock out GSM LTE per regulatory law. You should be able to pop in a GSM or GSM MVNO SIM and it work. Sprint and CDMA MVNOs are another story.

I went to target and got 2 phones, on the 24 months payment plan.... one new line and one upgrade, got the $200 GC on each line..called att and they told me that the billing credits should kick in...

Yes. If you pay the line off completely regardless if it's the new line or upgraded line it should stop the credits. Now in store you can put a down payment on the phone to lower your monthly...
