I have made purchases at 11pm central and used coupons that expire that day as well as coupons going live the next day. It does not work on Kohl’s cash that hasn’t started yet though.

I wouldn't say it's "permanent", but yes.. the 30% off coupon is so frequent that if you're shopping for clothes/decor at Kohl's without it (and free shipping)... you're doing it wrong.
