Yes, wood can be painted. May need to give it a high grit sanding rub for better paint adhesion if it really glossy.

I plan on using them to display some of my son's smaller Lego sets. May be good for a train display as well. Really any toy or collectibles.

4 inch depth is very short. Unless you have a bunch of smaller photo frames or small collecter's items, this would seem like a wasted opportunity.

Seems like good deal if solid fir as it suggests. I've seen cheap mdf version for $25+ each at home Depot. Would need someone to vouch for quality, zero review or ratings available.
