I guess I was confused because I wasn't aware of the concept pf Register Rewards itself.
I always thought Walgreens earn only one type of rewards and that is Balance...

This prints $4 Register Reward, not 4,000 points Balance Rewards.
That means you can safely use Balance Rewards points for this deal.
The $4 Register Reward comes with an expiration date.
