Actually, fractional measurements were preferred pre-calculator specifically because they were easy to divide in your head.
In your example, 7 is an odd number, so just double the denominator. ...

Ugh. I have one of these and hate it. If you're used to a Stanley (which is the standard of the trades) the numbers are all in the wrong places. Its not a bad tape, just labeled like a crazy man...
