I did it via Chrome browser without even having Steam installed. I was able to click a button to add it to my account. Figured you could do the same on a mobile device.

I clicked Play Game on the Crusader Kings II page and canceled it from launching right away. Then went back to add the DLC and it seemed to work.

Nah, otherwise I wouldnt have asked haha. Basically a window pops up and it asks if you want to install or if you want help installing. Since it's free to play, I'm assuming there isn't a "buy" now...
