Yep that is true. However, the trick to get around it is to report lost credit card to get new number after purchase so Samsung can't charge your credit if your trade in rejected. i did that few...

You will need to unistall the app then reinstall. Then you will need to manually enter the imei number 1 at the top of the label. Do not use the scan feature as it will replicate the "not eligible"...
