Meaningless. The purpose of a circuit breaker is to protect the circuit from an overload. If you are using a 20A breaker on 15A outlets then the potential is there to overload the 15A outlet...

Doesn't matter, but only electrically engages at top prongs, the bottom has a plastic "male" protrusion that connects in the bottom ground of the bottom outlet.
