I currently own 7 mostly low end laptops and I can tell you my rule of thumb. You can upgrade hard drive and Ram, but probably not the CPU. So you can go easy with pre-installed hard drive and Ram....

Great question. Video files themselves have a max resolution and so do screens.
If the video file is 4k and the screen being cast to has 4k then it will be 4k.
