These just give you steam codes, so if you have a steam account now (which I'm assuming you must if you placed a deck preorder), you can add the code to that account, and the game will be available...

It is nice. I do wish the Oculus plug-in had more comprehensive integration, but it's a small add-on being maintained by one person, so can't complain. I've had to add a bunch of those games...

Tropico 5 was free on Epic at some point. Folks should check their library. It's one reason I use Playnite now, so I don't accidentally purchase stuff I already own.
