Not at the stupid motherboard defaults of unlimited wattage. The 13900K will draw as much power as it can till it hits 100C. It's how it behaves with no limits.

I have the same cooler and the 13900K would throttle even with a 420 AIO, you need custom water block and cooling, even then you would probably still throttle. You have to set the PL (power limits)...

if the chip is still performing well and only thermal throttling under heavy load, it's more likely that chip's effectively unlimited turbo power draw is to blame. Your motherboard's settings...

Nice! So long as you can fit a 280 cooler they usually are near identical performance to the 360 versions. With my Overclocked 12700k I am pleased with the performance a 280 cooler provides....
