You can create .rar files that exceeds 4GB, that I am sure of. But for .exe executable, then probably you're right. Split the file(s) into a bit less than 4GB worth at a time.

There's no limit for the compression in WinRAR, but your hard drive's might only take 4GB at a time. It's best if you split your archive into 4GB segments.

As far as I'm aware, there isn't a limitation on size of RAR SFX files; however if your computer is formatted in FAT32 and not NTFS, you will be limited to a file size of 2GB; but WinRAR is smart...
