I checked off the box stating to clear the NVRam, however I did not do a 30-30-30 reset.

Did you do an NVRam clear on your initial install of tomato? Did you try turning up the power into the 80's range?

Up transmit power your at 50 max 400 probably a safe/good setting is 82-84. Try it and see what happens.
The problem is the more power the more noise. More heat also.
