Be aware that when you buy New Balance shoes at Kohl's or Meijers they are often 'private label' shoes made specifically (and de-contented) for that chain. I found this out when I had a pair bought...

I don't know about the tax issue but I've ordered from Joe's multiple times. Has always shipped day of or day after order is placed. Email confirmations with UPS tracking information as well.
