Probably smarter to do the "not really a coupon" coupons that activate rebates before any other Staples coupons since its more an "item" than a "coupon".

I did rebate activation coupon first (I figured since it's a non-inventory SKU and not a coupon per say), then $5 off $25 (purchased other things), then rewards cert. Had no issue either.

Paying with rewards has no impact on coupon activated rebates. I purchased the photo paper and the multipurpose ream paper with rebate activated by coupon this evening and paid with a competitors...

Anything is possible but not aware of that being the case. What MAY have happened the first time is they entered the "coupon" by hitting the coupon key and the second time they did not and entered it...

When I used a staples reward to purchase it there was no rebate printed. I canceled the transaction and bought with CC and the rebate printed. I am not the expert , but I think the 6.99 rebate...

The $6.99 is for the multipurpose paper (which you need a coupon for instant rebate, as in OP), not the copy paper.
