Yeah it looks like someone hacked your iCloud account. EDIT: Looks like from the Ukraine. +380 is the country code for the Ukraine.

Factory reset. Also , I factory reset my current phone, and it keeps my contacts until I sync with iCloud. So looks like that iCloud account is hosed.

Did you ever have Find my iPhone set up on that 3GS? If you did, you might still be able to find that device and remotely remove it. At least I assume you can from what I read on this Apple link that...

Well, I did sell an old 3GS about 4 months ago, but cleared it out and removed it from everything I could think of, including iCloud. But that sounds like a likely culprit.

I wonder if the language somehow got changed and those are just your own contacts but in a different language. If not, then that is strange that you have someone else's contacts... lol
